Description
Sealed bids will be received at the office of the Department of Parks and Recreation, Santa Cruz District Office at 303 Big Trees Park Road, Felton, CA 95018, up to 2 p.m., Tuesday, April 7, 2026, at which time and place they will be publicly opened and read for performing the work as follows: Furnish all labor, materials, tools and equipment necessary to install FIVE (5) EV Chargers and the necessary electrical equipment to run those chargers at the Park Maintenance Yard and Mountains Sector Office Parking Lot in HENRY COWELL REDWOODS STATE PARK in Santa Cruz, California, complete and in accordance with the plans and specifications therefore and such addenda thereto as may be issued prior to bid opening date. License required: B or C-10 Electrical Contractors License Engineer's Estimate: $100,000.00 Contract Performance Period: Sixty (60) Calendar Days. NOTE: A job showing will be held at 10:00 a.m., Thursday, March 26, 2026, at the Henry Cowell Redwoods State Park District Office, 101 Big Trees Park Road, Felton, CA 95018. Attendance at the job showing is MANDATORY and will be the only opportunity made available for prospective bidders to view the site with park personnel. No Bid will be considered from a Prime Contractor that did not attend the mandatory job showing. Attendees should arrive approximately fifteen (15) minutes early (9:45 AM) to sign in and allow time to provide your business card and receive a bid booklet (if needed) The bidder agrees to complete all work within Sixty (60) calendar days from the date of written notice to commence work. This time includes ten (10) calendar days allowed for the contractor to begin work. Please note that bid walk time has been changed from 9am to 10am on 3/26/26. No formal Addendum was issued. Questions and Answers: Any discrepancies, omissions, ambiguities, or conflicts in or among the contract documents or doubts as to meaning shall be brought to the State's attention by including your comments directly to G.G-Miksicek@parks.ca.gov NO LATER THAN 2 p.m., seven (7) calendar days prior to bid opening date. Answers will be provided by Addendum which will be posted within the Bid Solicitation located on the Cal eProcure website stated above. It is the responsibility of the bidders to download any addenda as needed. No bid will be considered unless it is made on a standard bid form furnished by the Department of Parks and Recreation and is made in accordance with the "Instructions to Bidders". Bids must be submitted for the entire work as described herein. The Department of Parks and Recreation reserves the right to waive any irregularity in a bid or to reject any or all bids. The apparent low bidder will be required to execute a contractual agreement in the form of a "Standard Agreement - Form 213" which shall be binding upon the State of California only upon approval by the State. Bond requirements for contracts exceeding $5,000 are stated in the General Conditions, DPR 483, Section 000700. In accordance with the provisions of Section 1770, 1773 and 1773.1 of the Labor Code, the Department has ascertained that the general prevailing rate of wages in the county in which the work to be done be as listed by the Department of Industrial Relations (415) 703-4780. A copy of this listing is on file at the address listed above or at www.dir.ca.gov. Participation in Small Business Preference Program: Preference will be granted to bidder properly approved as "Small Business" in accordance with Section 1896, et seq., Title 2, California Code of Regulations. A small business firm must have an approved certification form (STD. 812) on file at the Department of General Services, Office of Small Business and DVBE Services, 707 Third Street, First Floor Room 400, West Sacramento, California 95605, by 5:00 p.m. of bid opening date (website address: http://www.pd.dgs.ca.gov/smbus). If bidder requests Small Business preference on this project, bidder must sign STD. 811 form (Small Business Preference and Certification Request) and submit with bid. A printout from the eProcurement website www.caleprocure.ca.gov showing Small Business Certification and expiration date must be submitted with bid. Non-Small Business Preference: A five percent (5%) bid preference is available to a non-small business proposing firms claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business Notice to Contractors Page 3 subcontractor preference, follow the directions and fill out the Bidder Declaration (GSPD 05-105) which is included in the Bid Forms. Proposers claiming the five percent (5%) preference must commit to subcontract at least twenty-five percent (25%) of the net bid price with one or more California certified small businesses. Completed certification applications and required support documents must be submitted to the office of Small Business and DVBE Services (OSDS) no later than 5:00 p.m. on the bid due date, and the OSDS must be able to approve the application as submitted. Questions regarding certification should be directed to the OSDS at (916) 375-4940. Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 6% but Mandatory DVBE participation has been waived for this agreement. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed 6% DVBE participation requirements. Refer to the DVBE forms beginning with DPR 479IP. In determining the lowest responsible bidder, the SB Preference is applied first in the bid evaluation process. If the Low Bidder is claiming the SB Preference or the Non-Certified SB Preference, the 5% or $50,000 max is not calculated for any bidder. However, the DVBE Incentive would be calculated. A Low Bidder claiming the SB Preference can only be displaced by another bidder claiming the SB Preference, if the adjusted bid price with SB Preference and DVBE Incentive is lower. The DVBE program incentives are applied second for bidders attaining more than the required amount of DVBE participation per the solicitation instructions. Public Works Contractor Registration Program ¿ SB 854: 1) No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. 2) No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 3) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22 (the EO) regarding Economic Sanctions against Russia and Russian entities and individuals. Economic Sanctions refers to sanctions imposed by the U.S. government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. By submitting a bid or proposal, Contractor represents that it is not a target of Economic Sanctions. Should the State determine Contractor is a target of Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor's bid/proposal any time prior to contract execution, or, if determined after contract execution, shall be grounds for termination by the State.
