EXPOSITION PARK UTILITY REPLACEMENT AND SITE IMPROVEMENTS LOS ANGELES COUNTY, CALIFORNIA
The Department of General Services (DGS), Real Estate Services Division, Project Management and Development Branch requests the submittal of qualifications from interested Design-Build Entities (DBE) to provide professional Architectural/Engineering and Construction services for the design and construction of the Exposition Park Utility Replacement and Site Improvements (Project).
Exposition Park provides equitable access to art, cultural, community, sports, entertainment, and educational venues for millions of visitors annually. The property is home to nine notable institutions (the California African American Museum, California Science Center, EXPO Center and historic Rose Garden, Alexander Science Center School, BMO Stadium, Los Angeles Memorial Coliseum, Los Angeles County Natural History Museum, and the upcoming Lucas
Museum of Narrative Art). Exposition Park anticipates usage to significantly increase soon because of expansion of the Natural History Museum and the planned 2026 openings of both the California Science Center Oschin Air and Space Center and the Lucas Museum of Narrative Art. Furthermore, Exposition Park is scheduled to host significant events during the Los Angeles Olympic and Paralympic Games in 2028. Increased daily pedestrian and vehicle traffic heightens the urgency to address deferred maintenance issues to promote accessibility, safety, and mitigate risk for park patrons.
Exposition Park¿s approximate 160 acres is crisscrossed with infrastructure under state jurisdiction, including sidewalks, roads, pipes, and underground utilities (sewer, electrical, plumbing). There has been substantial deterioration from age, wear, and weather on the infrastructure, much of which dates to the original structures built at the Park over 100 years ago. The Park¿s infrastructure and property have not received significant maintenance or upgrades for many years, resulting in out-of-date utilities; degraded fire, irrigation, and electrical systems; missing security features; fractured sidewalks; potholed and uneven roadways; non-compliant accessibility features; malfunctioning elevators; inoperable lighting;
dilapidated fencing; and other deficiencies. The Park seeks to address fire and life safety and Americans with Disabilities Act (ADA) requirements.
The Project will target Zero Net Energy, LEED Silver (at a minimum), and electrification for operations without reliance on fossil fuels.
DBE Selection: The State is utilizing a Progressive Design-Build method of project delivery for the design and construction of the Project. The State will select the DBE for the Project based solely on qualifications.
Project Delivery: The Pre-construction contract award is currently scheduled for 8/14/26 with Notice to Proceed (NTP) anticipated on 9/25/26. The Progressive Design-Build contact NTP is anticipated 01/14/27. The Progressive Design-Build completion is anticipated in 17 months of Notice to Proceed.
A MANDATORY RFQ briefing conference is scheduled for 11:00 A.M., PDT, June 15th, 2026. The Department of General Services will host the meeting virtually. This conference is intended to review the RFQ process and submittal requirements, general project scope, the State¿s Small Business and Disabled Veterans Business Enterprises (DVBE) program goals and requirements, and the selection process. Interested Design Build Entities must have a designated representative (employed by the Design Build Entity) in attendance at this conference. All RFQ submittals received from DBEs that do not attend the mandatory briefing will be returned without review.
